Samsung Galaxy S4 named fastest and best battery
Consumer publication Which? has named the?Samsung Galaxy S4 as the best phone available in the UK for speed and battery life. Their announcement comes after putting the top smartphones on sale in the UK through a series of tests to determine which is the best for speed and longevity.
The tests on how fast the devices run utilised the Geekbench 2 test. This gave the?Samsung Galaxy S4 a clear victory with a score of 3188, significantly higher than the runner up HTC One on 2798. The S4 was also almost double the speed of the iPhone 5GB according to the test, with the iPhone coming last at 1664. The other phones testest included the Sony Xperia Z (2173), Nexus 4 (2134), Galaxy Note 2 (1950) and Blackberry Z10 (1698).
The iPhone being so slow might come as somewhat of a surprise, but you have to remember that most of the phones on here have been launched a long time after the iPhone 5, and it?s only a few months before Apple will update the phone again. It?s likely that the iPhone 5S will score higher than all these phones.
Which? then decided that it was also appropriate to test the battery life of these devices. Battery is probably a more immediate concern to most consumers than speed, as all smartphones now seem pretty snappy for all but the most processor intense tasks such as 3D games. The battery tests were conducted using a signal stimulator, which was used to ensure that phones weren?t affected by changes in network signal strength. Other factors like brightness were set so they were the same on each phone.
When the results came in the victor was the same ? the Samsung Galaxy S4 had the best battery life for call time and internet use, with 1051 and 405 minutes respectively. It also took 164 minutes to charge, which while not as good as the iPhone or Lumia was significantly better than its Android rivals.
The next best phone for call time was the Sony Xperia Z with 985 minutes call time, but it was only a mid-ranking phone for internet use. The Nokia Lumia 920 performed worse for both call and internet time, with 444 and 235 minutes respectively. However the iPhone 5S wasn?t much better, which will come as no surprise to iPhone users, as it only achieved 499 minutes call time and 261 minutes internet usage. However in defence of both these devices is their fast charging times. The iPhone 5 was the clear leader in this, charging in just 141 minutes, while the Nokia Lumia 920 took just 152 minutes placing it second.
Perhaps the most interesting thing about the battery test was how internet usage and call time battery life didn?t seem to be strongly related. This shows that you can?t just use the battery rating or one figure such as call time from a phone to assess the overall battery life of a device.
Another interesting aspect of these tests is the one phone in the mid-range rather than high-end range, the Nexus 4, performed very well overall being mid-ranked in most criteria. The Nexus 4 can be purchased SIM-free for just ?239, while all the other phones except the Lumia 920 cost in excess of ?400 SIM-free.

Ireland to pay $45M to Catholic laundry workers
DUBLIN (AP) ? Ireland will pay several hundred former residents of Catholic-run Magdalene laundries at least 34.5 million euros ($45 million) to compensate them for their years of unpaid labor and public shame, the government announced Wednesday following a decade-long campaign by former residents of the workhouses.
Justice Minister Alan Shatter apologized to the women ? an estimated 770 survivors out of more than 10,000 who lived in the dozen facilities from 1922 to 1996 ? that it had taken so long for them to receive compensation. The move marked the latest step in a two-decade effort by Ireland to investigate and redress human rights abuses in its Catholic institutions.
Shatter's decision came four months after a government-commissioned probe found that women consigned to the laundries were broadly branded "fallen" women, a euphemism for prostitutes. The investigation found that few actually were, while most instead were victims of poverty, homelessness and dysfunctional families in a state lacking the facilities to care for them.
In remarks to former Magdalenes, some of them in the press-conference audience, Shatter said he hoped they would accept the compensation plans as "a sincere expression of the state's regret for failing you in the past, its recognition of your current needs, and its commitment to respecting your dignity and human rights as full, equal members of our nation."
And in a challenge to the four orders of nuns that ran the workhouses, Shatter called on them to help pay the bill.
The orders ? the Sisters of Mercy, the Sisters of Our Lady of Charity of Refuge, the Sisters of Charity, and the Good Shepherd Sisters ? all issued statements welcoming the payments plan. None offered any pledge to contribute and insisted their staff had done the best they could at the time, given the state's own inability to care for the women.
The nuns noted that they still were providing homes to more than 100 former laundry workers who chose to remain in church care when the last of the laundries closed, while virtually none of the nuns involved in running the workhouses was still alive today.
"We wish we had provided a better and more comprehensive service and shown more empathy, but we were also part of a system that had little comprehension or understanding of how to truly care for these women," said the Good Shepherd Sisters, who ran four laundries in Cork, Limerick, Waterford and Wexford. "We always acted in good faith and many of our sisters dedicated their entire lives to this work."
Shatter said the total cost of payments could reach 58 million euros ($75.5 million) if the maximum number of eligible women worldwide applies. The tax-free payments would range from 11,500 euros ($15,000), for women who spent less than three months working in a laundry, to up to 100,000 euros ($130,000) for those who spent 10 years or more there.
As part of the plans, former Magdalenes also will receive state-funded retirement pensions and free medical care at state-funded facilities.
Activists representing the so-called "Maggies" had demanded justice and state compensation since 2002, when a previous government launched a compensation fund for people abused in Catholic-run orphanages and workhouses for children.
Former Magdalene residents were declared ineligible, as the government contended that the laundries were privately run institutions with negligible state involvement. Taxpayers since have paid more than 1 billion euros ($1.3 billion) to more than 13,000 people who suffered sexual, physical and psychological abuse in the children's residences.
A government-commissioned investigation in February found that the state was legally responsible for overseeing the laundries, too. Prime Minister Enda Kenny offered an official apology for what he called "a cruel, pitiless Ireland" that had abused the women with " untrue and offensive stereotypes."
Investigators trawling through decades of the laundries' residency records found that more than a quarter of women were directly committed to the laundries by public officials, such as judges or truancy officers, and all residents spent their days in menial labor without access to education.
Most did laundry for hotels, hospitals and prisons, while others scrubbed floors or made rosary beads for the church's profit.
The report found that the average length of stay was just seven months, not the lifetime imprisonment commonly depicted in fictional works. It said 14 percent stayed more than five years, and 8 percent more than a decade.
Many hundreds checked into the facilities repeatedly for short periods, reflecting their poverty and the Irish state's inadequate facilities for homeless women. And until the 1970s, judges often ordered women guilty of crimes ranging from shoplifting to infanticide into the laundries rather than Ireland's male-dominated prison system.
The report did dispute depictions in popular culture of physical beatings in the institutions, noting that many Magdalene residents had transferred there as teenagers from Catholic-run industrial schools where such violence was common, and some survivors in their adult recollections failed to distinguish between the two. It found no evidence of such attacks in the nuns' care and, specifically, no complaints of sexual abuse by the nuns.

DC picks rock club owner to run Lincoln Theatre
WASHINGTON (AP) ? The owner of a well-known D.C. rock club will soon begin operating the city's historic Lincoln Theatre where Duke Ellington and Ella Fitzgerald once performed.
Mayor Vincent Gray announced Thursday that the entertainment group I.M.P was selected as the winning bidder to operate the theater in the city's U Street neighborhood beginning in September. The city says I.M.P brings a proven track record. It currently operates the 9:30 Club and Merriweather Post Pavilion in Columbia, Md.
In a statement, Seth Hurwitz of I.M.P says it's an honor to be entrusted with bringing new life to an old theater. He says many shows that don't fit in the 9:30 Club will have a place at the Lincoln.
In late 2011, the theater was threatened with closure after the city cut off subsidies and began seeking new management.

LOS ANGELES (AP) ? Johnny Depp and Armie Hammer fight for justice in their upcoming film, "The Lone Ranger," but their ancestors did it for real.
Genealogy research website Ancestry.com revealed Wednesday the two actors descend from historic American freedom fighters.
Hammer plays the Lone Ranger and Depp portrays his Native American sidekick, Tonto. Yet the site's historians discovered that it's Hammer with the native roots. The 26-year-old actor is a descendent of Cherokee leader and peace advocate Chief Kanagatucko, who was known as "Old Hop" or "Stalking Turkey" because of his age and gait.
Researchers said Depp's eighth great-grandmother was Elizabeth Key, the first slave in the American colonies to sue for her freedom and win. It happened in 1656 in Virginia, where some of Depp's ancestors have lived since the early 1600s.

WASHINGTON (AP) ? Far-reaching immigration legislation cruised toward passage in the Senate as House Republicans pushed ahead Wednesday on a different approach that cracks down on millions living in the United States illegally rather than offering them a chance at citizenship.
Presidential politics took a more prominent role in a long-running national debate as Sen. Marco Rubio, R-Fla., tried to reassure conservatives that many of the criticisms of the bill, which he helped write, are "just not true."
The potential 2016 White House contender said in remarks on the Senate floor it has been difficult for him "to hear the worry and the anxiety and the growing anger in the voices of so many people who helped me get elected to the Senate and who I agree with on virtually every other issue."
The political impact of the issue aside, there was no doubt that the Senate bill was on track for passage by Thursday or Friday.
Supporters posted 67 votes or more on each of three procedural tests Wednesday, far more than the 60 needed to prevail. More than a dozen Republicans sided with Democrats on each, assuring bipartisan support that the bill's backers hope will change minds in the House.
At its core, the legislation includes numerous steps to prevent future illegal immigration, while at the same time it offers a chance at citizenship for millions living in the country illegally.
It provides for 20,000 new Border Patrol agents, requires the completion of 700 miles of fencing and requires an array of high-tech devices be deployed to secure the border with Mexico.
Businesses would be required to check on the legal status of prospective employees. The government would be ordered to install a high-tech system to check on the comings and goings of foreigners at selected international airport in the United States.
Other provisions would expand the number of visas for highly skilled workers relied upon by the technology industry. A separate program would be established for lower-skilled workers, and farm workers would be admitted under a temporary program.
Some farm workers who are in the country illegally can qualify for a green card, which bestows permanent residency status, in five years.
Many of the bill's supporters also cheered a ruling from the Supreme Court that said married gay couples are entitled to the same federal benefits as heterosexual couples. The decision would allow gay married citizens or permanent residents to sponsor their foreign-born spouses for U.S. residency, and Homeland Security Secretary Janet Napolitano pledged to implement it.
The basic legislation was drafted by four Democrats and four Republicans who met privately for months to produce a rare bipartisan compromise in a polarized Senate. They fended off unwanted changes in the Senate Judiciary Committee, and then were involved in negotiations with Republican Sens. John Hoeven of North Dakota and Bob Corker of Tennessee on a package of tougher border security provisions that swelled support among Republicans.
The deal-making that smoothed the way for the bill frustrated GOP dissenters, who complained angrily on the Senate floor late Wednesday that they weren't being allowed to offer amendments. Supporters of the legislation vehemently disagreed, until Senate Majority Leader Harry Reid, D-Nev., snapped: "I've just about had it on this."
Across the Capitol, an attempt at a bipartisan deal faltered, and majority Republicans began moving ahead on legislation tailored to the wishes of conservatives and vehemently opposed by Democrats.
The House Judiciary Committee already has approved two measures and agreed to a third during the day Wednesday as it followed a piecemeal path rather than the all-in-one approach of the Senate.
The House bill approved Wednesday, on a vote of 22-9, would require businesses to check on the legal status of employees within two years, as compared with four in the Senate measure.
One of the bills approved earlier makes it a new crime to remain in the country without legal status. It also allows state and local governments to enforce federal immigration laws, an attempt to apprehend more immigrants living in the United States illegally. It encourages those living in the United States unlawfully to depart voluntarily.
The second bill that cleared last week deals with farm workers who come to the United States temporarily with government permission. Unlike the Senate legislation, it offers no pathway to citizenship.
With attention beginning to shift to the House, Rep. John Fleming, R-La., said House Speaker John Boehner, R-Ohio, had assured the rank and file they will vote on bills being written on their side of the Capitol. "We are not going to take up the Senate bill," Fleming said, quoting the speaker.
Internal divisions among Republicans, combined with overwhelming opposition among Democrats, recently sent a farm bill down to defeat in the House, and it is unclear if the GOP will be able to command a majority for its own approach to immigration legislation.
At the same time, rules generally guarantee Democrats a chance to have the full House vote on its own alternatives, and it is unclear whether they might seek the vote on the Senate bill that Republicans hope to avoid.
For now, supporters of the Senate bill contented themselves with urging the House to change their minds.
"A permanent, common-sense solution to our dysfunctional system is really in sight," said Reid. "It is my hope that our colleagues in the House will follow the Senate's lead and work to pass bipartisan reform and do it now."
Outnumbered critics said the measure fell far short of the claims made by its backers.
"It continues to promote false promises that the border would be truly secure," said Sen. Charles Grassley, R-Iowa.
A short while later, Rubio, without mentioning anyone by name, stood at his desk to slam opponents of the Senate bill for what he said are false accusations.
He said it is not true, for example, that the administration can ignore the requirements for border protection or that future Congress' can cancel funding or that it creates a taxpayer subsidy for people to buy a car or a scooter.
Nor are critics correct to claim a new 1,100-page bill was recently introduced that no one has read, he said.
"This is the exact same bill that's been publicly available for 10 weeks," he said, with the exception of about 120 pages that require tougher border security.

States promise quick action after court ruling
ATLANTA (AP) ? Across the South, Republicans are working to take advantage of a new political landscape after a divided U.S. Supreme Court freed all or part of 15 states, many of them in the old Confederacy, from having to ask Washington's permission before changing election procedures in jurisdictions with histories of discrimination.
After the high court announced its momentous ruling Tuesday, officials in Texas and Mississippi pledged to immediately implement laws requiring voters to show photo identification before getting a ballot. North Carolina Republicans promised they would quickly try to adopt a similar law. Florida now appears free to set its early voting hours however Gov. Rick Scott and the GOP Legislature please. And Georgia's most populous county likely will use county commission districts that Republican state legislators drew over the objections of local Democrats.
Chief Justice John Roberts wrote the 5-4 opinion that struck down as outdated a key provision of the landmark 1965 law credited with ensuring ballot access to millions of black Americans, American Indians and other minorities. Roberts' opinion gives Congress an opportunity to retool the law's so-called preclearance sections that give the U.S. Justice Department veto power over local elections. But the prospects of a quick fix seem uncertain, at best, given stark ideological divides on Capitol Hill on a host of matters.
Southern Republicans largely hailed Roberts' opinion as recognition of racial progress since President Lyndon Johnson signed the law at the apex of the civil rights movement.
"Over the last half-century, Georgia has reformed, and our state is a proud symbol of progress," Gov. Nathan Deal said. "Today's decision guarantees that Georgia will be treated like every other state ? a right we have earned." In neighboring Alabama, where the case originated, Gov. Robert Bentley said, "We have long lived up to what happened" in the Jim Crow era, "and we have made sure it's not going to happen again."
Democrats and civil rights attorneys lambasted the ruling as a setback for the very advancement Republicans highlighted, and the dissenters predicted a proliferation of laws designed to curtail minority participation in elections.
Rep. John Lewis, an Atlanta Democrat and civil rights activist who was beaten as he advocated for voting rights in the 1960s, called the ruling a "dagger."
President Barack Obama said he was "deeply disappointed" in the court overturning "well-established practices that help make sure voting is fair."
At Obama's Justice Department, officials opted for caution. They said the agency, which enforces federal voting laws, has in hand 276 submissions from state and local governments seeking preclearance. The department will issue guidance on those pending laws and procedures in the next few days, they said.
For five decades, the law required that certain states and localities with a history of discrimination submit all of their election laws ? from new congressional district maps to the precinct locations and voting hours ? to Justice Department lawyers for approval. Congress reauthorized the law multiple times, the latest in 2006 with overwhelming bipartisanship capped by a 98-0 Senate vote.
Election officials in Alabama's Shelby County, a suburban enclave nestled between civil rights hot spots Birmingham and Selma, brought suit asking the courts to invalidate Sections 4 and 5, which set preclearance parameters.
The Roberts majority, which included conservatives Samuel Alito, Anthony Kennedy, Antonin Scalia and Clarence Thomas, sidestepped whether the advance approval requirement is constitutional, ostensibly leaving Section 5 on the books. But the justices, all appointed by Republican presidents, threw out the Section 4 formula that determined what jurisdictions must have the advance federal oversight. Roberts reasoned that the original formula ? extended through reauthorizations ? is obsolete because Congress based it on 1960s voter registration and turnout data. The chief justice emphasized, however, that Congress can rewrite the formula to reflect "current conditions," though he didn't offer recommendations or acknowledge the inherent political challenges involved.
Justice Ruth Bader Ginsburg dissented on behalf of the court's liberal bloc, all of them Democratic appointees. Ginsburg argued that continued discrimination, which Roberts himself noted in the majority opinion, demands continued federal oversight.
Critics of the majority also chided court conservatives for striking down congressional action, given that the 14th and 15th amendments authorize Congress to enact laws enforcing the amendments' protections against discrimination.
Before the ruling, the formula required reviews for all of Alabama, Alaska, Arizona, Georgia, Louisiana, Mississippi, South Carolina, Texas and Virginia; and parts of California, Florida, Michigan, New York, North Carolina and South Dakota.
Justice Department attorneys have used Section 5 in multiple cases to block voter identification laws, saying they discriminate against minority and poor voters who are less likely to have the required government-issued documents. Over the law's existence, many Southern states have ended up watching courts drawing legislative and congressional district lines after federal authorities used Section 5 to invalidate what state lawmakers did.
South Carolina has successfully implemented a voter identification law, but only after revising its preferred policy after Gov. Nikki Haley and other Republicans negotiated with the Obama administration. Under the court's ruling, no negotiations would've been necessary.
Within hours of Tuesday's decision, Texas Attorney General Greg Abbott declared on Twitter, "(U.S. Attorney General) Eric Holder can no longer deny VoterID in Texas." The Texas Department of Public Safety announced later in the day that on Thursday it would begin distributing photo IDs under a 2011 law that Holder's lawyers had blocked under Section 5.
In Mississippi, the secretary of state said her office would begin enforcing a pending voter ID law for primaries in June 2014. North Carolina Republicans said they plan swift action on a pending voter ID bill.
Laughlin McDonald, who heads the American Civil Liberties Union's voting rights office, said he agrees that pending submissions to the Justice Department are now moot. It's less clear what happens to scores of laws that the feds have already denied since the 2006 reauthorization. McDonald said he believes a state or other covered jurisdiction would have a strong case to argue that it could implement any affected law it has passed since the reauthorization.
That could be an issue in some disputes over at-large voting districts. The Justice Department denied some proposals where the population of an entire county or city would elect all representatives of a governing body, potentially diluting the influence of a minority that would otherwise be able to influence outcomes within single districts.
The case does not affect the act's Section 2 prohibition against voter discrimination based on race, color or other minority status. Still, the burden shifts to a citizen who must prove discrimination, whereas the preclearance process required state and local governments to prove in advance that a policy wouldn't harm minority voters. Also untouched is Section 3, which allows the government to require preclearance based on more recent discrimination. The Justice Department has used that provision to extend oversight in Arkansas and New Mexico.
Georgia Secretary of State Brian Kemp, a Republican who supports the court's finding, said Section 2 gives citizens a legal recourse, while Section 3 gives the government a tool to police wayward local officials. He noted that Holder used Section 2 to go after Pennsylvania's voter ID law in a state not covered by preclearance.
"Look," he said, "this is already happening in other states and nobody is screaming and hollering about it."

'Family Ties' creator Gary David Goldberg dies
NEW YORK (AP) -- Gary David Goldberg, who created the hit sitcom "Family Ties" and expanded into feature films, has died.
Goldberg died of brain cancer in Montecito, Calif., on Saturday, days before his 69th birthday, The New York Times reported.
Goldberg's TV successes also included "Spin City," reuniting him with "Family Ties" breakout star Michael J. Fox. A more modest hit, "Brooklyn Bridge," was based heavily on his experiences growing up in Brooklyn, N.Y.
His films included "Dad," starring Jack Lemmon and Ted Danson, as well as "Bye Bye Love" and "Must Love Dogs."
His own dog, Ubu, contributed its name to his production company and became widely known from the onscreen credit where viewers heard the words, "Sit, Ubu, sit!"
Goldberg won two Emmy awards, two Golden Globes and a Peabody award.
